Licensing of companies specialized in the field of security and protection

The conduct of security and protection activities is regulated by Law no. 333/2023, requiring that, prior to commencing activity, the specialized company in this field must obtain a license issued by the General Inspectorate of the Romanian Police, with the prior approval of the Romanian Intelligence Service.

Specialized security and protection companies can have one or more of the following activities:

– Security services for objectives, goods, and values, as well as consultancy services in the field;
– Security services for the transportation of goods and values, as well as consultancy services in the field;
– Specialized personal protection services, called bodyguard, and consultancy services in the field.

The license must be renewed every 3 years and is granted for at least one of the activities mentioned above.

To obtain the license, it is necessary to fulfill several conditions that must be proven by submitting relevant documents, among which we mention:

– Presentation of the company’s organization and operation regulations;
– Presentation of the list of material, technical, transport, communication means, audio-video equipment, recognition and identification equipment, etc.;
– Presentation of the registration proofs with the company’s name and the distinctive signs registered with O.S.I.M.;
– Presentation of the notification informing the county council or, as the case may be, the General Council of the Municipality of Bucharest that the company will have its headquarters in their area of responsibility;
– Presentation of the professional certificate for persons performing security and protection activities.
