Reduction of residence period
Law no. 14/2025, effective from March 15, 2025, brings substantial changes to Romanian Citizenship Law no. 21/1991. One of the key updates concerns the reduction of the required residence period for obtaining citizenship.
Previously, the period could be reduced to 4 years, but under the new law, citizenship can be obtained after only 3 years if certain conditions are met:

Citizens of EU member states, the EEA or the Swiss Confederation;

Persons born in Romania, provided at least one parent had legal residence at the time of birth;
-
Refugees who have made substantial efforts to integrate into Romanian society through academic, professional, or civic achievements.
Note: The provision allowing reduced residence time for those investing over €1,000,000 in Romania has been eliminated.
General conditions for acquiring Romanian citizenship
To apply for Romanian citizenship, applicants must meet the following criteria:

Hold a long-term residence permit or permanent residency;

Have legally resided in Romania for at least 8 years, or 5 years if married to a Romanian citizen;

Be at least 18 years old;

Have legal means of subsistence;

Display good conduct and no criminal convictions;

Know the Romanian language and essential aspects of Romanian culture;

Be familiar with the Romanian Constitution and national anthem.
Romanian language requirement for citizenship reacquisition
The law introduces a new condition for those seeking to reacquire Romanian citizenship: a mandatory assessment of Romanian language proficiency. This aims to ensure genuine integration of new citizens.
Biometric checks and digitalization of the process
The new law introduces several modernization measures:

Biometric verification at both the citizenship granting stage and issuance of identity or travel documents;

A digital platform for applicants to track their file status in real-time;

Replacement of the physical citizenship certificate with an electronic citizenship card.
